BEYOND BORDERS - A discussion on Sri Lanka’s Foreign Policy

'Beyond Borders ' was a joint venture by the Rotaract Clubs of Kurunegala and the Faculty of Law. This project aimed to explore Sri Lanka's foreign policy, how the policy serves to grapple with the challenges in the international arena while striving to preserve national integrity. It fell under the avenue of International Understanding and one of the main objectives of the project was to create a platform for the public to actively engage in related issues.

The event was held in the form of a two-hour panel discussion which started at 2.00 P.M. on the 26thof November at Hall A, Faculty of Law, University of Colombo. Apart from benefiting students following International Relations as a subject, those who wish to pursue a career in foreign services and social activists engaged in the field, this event drew interest from the wider public. This is because foreign policy is a topic that is extremely contemporary and pragmatic and thus has far-reaching social implications.

Therefore, it is the right of every citizen of the country to have access to knowledge about how the country is dealing with current global challenges, the inconsistencies involved and to what extent the foreign policy has been implemented. Thus, 'Beyond Borders ' was a starting point and an attempt to ensure this right at least to a section of the community. 

The first part of the program consisted of three distinguished panelists providing an overview of the foreign policy exercised by Sri Lanka. The first speaker, Mr. Janeen Fernando - Senior Analyst and Head of Politics at Verité Research - provided a general introduction into Sri Lanka’s foreign policy involvement in the Indian geopolitical region. He went on to grapple with the problem Sri Lanka’s has to face in maintaining a balance in their relationship with the three major players in the international arena- India, China and the USA. These issues sparked off many questions which were brought up and discussed later. 

Thereafter, Mr. Lawrance Madapatha – Director (Katunayake Export Processing Zone) at the Board of Investment of Sri Lanka - spoke about the transformation in Sri Lanka’s economy from a closed door to an open door policy and its implications for the country. He proceeded to discuss the introduction of foreign direct investments into the system and the role it has played ever since. He also touched on issues related to the tourism industry as well as the numerous upcoming development projects that are to take place in the country.

Finally, Mr. Wijeratne – Director General (Legal Division), Ministry of Foreign Affairs - provided a recap on Sri Lanka’s foreign policy as a whole. He discussed it in light of new developments such as technology and globalization. He stressed that Sri Lanka’s geographical location is a pivotal factor in the policy that it engages in. Thereafter, he went on to identify certain challenges encountered by the government in carrying out their aims related to the current policy.

Afterward, the floor was opened for an interactive session between the speakers and the participants. Here, the participants also received the opportunity to ask questions, express their opinions and be a part of the discussion. The discussion ended at 4.00pm with the participants and speakers helping themselves to refreshments and engaging in informal conversation. 

Apart from creating awareness at the grass root level and opening the floor for public debate and critical thinking, the project was a successful initiative, an eye opener, which created an impact on the society at large while providing valuable enlightenment on how best we could get involved to maneuver our foreign policy to take the nation forward.

කොළඹ විශ්ව විද්‍යාලයීය නීති පීඨ රොටරැක් සංගමයහා කුරුණෑගල රොටරැක් සංගමය එක්ව සංවිධානකළ 'BEYOND BORDERS' වැඩසහටහ පසුගියදා නීතිපීඨ පරිශ්‍රයේදී පැවැත්වුණා.එම වැඩසටහනෙහිමූලික අරමුණ වූයේ ශ්‍රී ලංකාවේ භෞමිකඅඛණ්ඩතාවය සුරකිමින් මෙරට විදේශ ප්‍රතිපත්තියසැකස කරගත යුත්තේ කෙසේද ?යන්න පිලිබඳපැනනැගී තිබු ගැටළු නිරාකරණය කරගැනීමයි.

අන්තර්ජාතික සහයෝගීතාවය සහ අන්තර්ජාතික සම්බන්ධතාවය ගොඩනැංවීමෙහිලා ශ්‍රී  ලාංකීය විදේශ ප්‍රතිපත්තිය සතු කාර්යභාර්ය පිළිබඳ පුළුල් දැනුමක් ලබාදෙමින් පැවැති මෙමවැඩසටහන පය දෙකක කාලයක් පුරාවට සංවාදාත්මක ආකාරයෙන් සජීවී ලෙස පැවැත්වීමවිශේෂත්වයක්.

වැඩසටහනේ විද්වත් සාකච්ඡව සඳහා ආරාධිත දේශකයින් තිදෙනෙකු සහභාගී වූ අතර ඔවුන්අනාගත ලංකාවට මුහුණ දීමට සිදුවිය හැකි ගෝලීය අභියෝග කෙරෙහි වැඩි අවධානයක් යොමුකරමින් තම දේශන සිදුකරනු ලැබුවා.Verite Research ආයතනයේ ජෙෂ්ට විශ්ලේෂක ජනීන්ප්‍රනාන්දු මහතා, කටුනායක වෙළඳ කලාපයේ අධ්‍යක්ෂ ලෝරන්ස් මඩපාත මහතා සහ විදේශකටයුතු අමාත්‍යංශයේ නීති අංශයේ අධ්‍යක්ෂ විජේරත්න මහතා වැඩසටහනේ ප්‍රධාන දේශකයින්වුණා.

ඔවුන්ගේ දේශනා වලින් අනතුරුව පැමිණසිටි පිරිස සහ දේශකවරුන් අතර සජීවීසංවාදාත්මක සාකච්ඡවක් සිදුවූ අතරඑහිදී විවිධ වර්ගයේ ගැටළු විශ්ව විද්‍යාලසිසුන් විසින් අසනු ලැබුවා. පැමිණ සිටිපිරිස සහ දේශකවරුන්ට සංග්‍රහයක් සිදුකිරීමෙන් අනතුරුව ඔවුන් නික්ම ගියා.

'பியொண்ட் போர்டர்ஸ்' குருனேகல ரோட்டராகட் சங்கம் மற்றும் கொலும்பு பல்கலைகழக சட்டப் பீடத்தின் ஒரு கூட்டு முயற்சியாக அமைந்தது. இத்திட்டம் இலங்கையின் வெளியுறவுக் கொள்கைகள், தேசிய ஒருமைப்பாட்டை பாதுகாத்தவாறு சர்வதேச துறையில் காணப்படும் சவால்களை எப்படி இக்கொள்கைகள் எதிர்கொல்கின்றது போன்றவற்றை ஆராயும் நோக்கை கொண்டது. சர்வதேச புரிந்துணர்வு பகுதின்  கீழ் அமைந்த இத்திட்டமானது,   வெளியுறவுக் கொள்கைகள் தொடர்பான பிரச்சினைகளில் மக்களை தீவிரமாக ஈடுபதுவதற்கான ஒரு களத்தை உருவாக்குவதும் முக்கிய குறிக்கோலையும் கொண்டிருந்தது.

இந்நிகழ்வு 2016 நவம்பர் மாதம் 26 ஆம் திகதி கொழும்பு பல்கலைக்கழ சட்ட பீடத்தின் A அறையில் 2.00 மணியளவில் ஆரம்பித்து, இரண்டு மணி நேர குழு விவாதம் வடிவில் நடைபெற்றது. வெளியுறவுக் கொள்கை தொலைநோக்கில் சமூக தாக்கங்களை கொண்ட நடைமுறை தலைப்பாக விளங்குவதால், இன்நிகழ்வு சர்வதேச உறவுகளை கற்கை நெறியாக தொடர்வோர்   வெளிநாட்டு சேவைகள் துறையில் ஈடுபட்டுவோர் மற்றும் சமூக ஆர்வலர்களின்  மட்டுமல்லாமல், பொது மக்களின் கவனத்தையும் கவர்ந்தது.

தற்போதைய வெளியுறவுக் கொள்கை சம்மந்தப்பட்ட உலகளாவிய சவால்களை எப்படி எமது நாடு கையாள்கின்றது, வெளியுறவுக் கொள்கை எந்தளவில் செயல்படுத்தப்பட்டு வருகிறது மற்றும் அதன் குறைபாடுகள் போன்றவை பற்றிய அறிவை பெற்றுக்கொள்வது நாட்டின் ஒவ்வொரு குடிமகனின் உரிமையாகும். எனவே, 'பியொண்ட் போர்டர்ஸ்' ஒரு தொடக்க புள்ளியாகவும் குறைந்த பட்சம் சமூகத்தின் ஒரு பிரிவினருக்காவது இந்த உரிமையை உறுதி செய்வதற்கான முயற்சியாகவும் இருந்தது.

நிகழ்ச்சியின் முதல் பகுதியில் மூன்று புகழ்பெற்ற குழுவினர் இலங்கை வெளியுறவுக் கொள்கைகளை கையாளுகின்றமை பற்றிய ஒரு கண்ணோட்டத்தை வழங்கினர். முதல் பேச்சாளர், மூத்த ஆய்வாளரும், வேரிடே ஆராய்ச்சி நிலையத்தின் அரசியல் பகுதியின் தலைவருமான திரு. ஜனீன்  பெர்னாண்டோ இந்திய பூகோள-அரசியல் பிராந்தியத்தில் இலங்கையின் ஈடுபாட்டையும் வெளிநாட்டு கொள்கை சம்பந்தப்பட்ட ஒரு பொது அறிமுகத்தையும் வழங்கினார். தொடர்ந்து, சர்வதேச அரங்கில் முக்கியத்துவம் வகிக்கும் இந்தியா, சீனா மற்றும் அமெரிக்கா  போன்ற நாடுகளுடனான உறவில் ஒரு சமநிலையை பேணுவது தொடர்பிலான இலங்கையின் பிரச்சனைகளை அடுத்துக்கூரினார். இந்த பிரச்சினைகள் பற்றிய பல கேள்விகள் கலந்துரையாடப்பட்டன.

அதன் பின்னர், திரு லோரன்ஸ் மடபாத (கட்டுநாயக்க ஏற்றுமதி செயற்பாட்டு மண்டலம்) இலங்கை முதலீட்டு சபையின் இயக்குநர் இலங்கையின் பொருளாதாரம் மூடிய கதவு கொள்கையிலிருந்து திறந்த கதவு கொள்கைக்கு மாற்றம்  பெறுவது  பற்றியும் அதன் தாக்கங்கள் பற்றியும் பேசினார். எமது நாட்டில் வெளிநாட்டு நேரடி முதலீடுகளின் அறிமுகம் மற்றும் அது வகித்தது பங்கு பற்றியும் உரையாட்டினார். மேலும், சுற்றுலா துறை தொடர்பான பிரச்சினைகளும் அத்துடன் நாட்டில் வரவிருக்கும் பல வளர்ச்சி திட்டங்களும் அவருடைய உரையில் ஒரு பகுதியாக அமைந்தது.

இறுதியாக, திரு விஜேரத்ன - பணிப்பாளர் நாயகம் (சட்டப் பிரிவு), வெளிநாட்டு அலுவல்கள் அமைச்சு - இலங்கையின் வெளியுறவுக் கொள்கைகள் பற்றிய ஒரு சுருக்கத்தை தொழில்நுட்பம் மற்றும் உலகமயமாக்கல் போன்ற புதிய அபிவிருத்திகளை அடிப்படையாகக் கொண்டு  விவாதித்தார். இலங்கையின் புவியியல் வட்டாதாரம் அது ஈடுபடுகின்ற கொள்கைகளுக்கு ஒரு முக்கிய காரணியாக உள்ளது என்றும் வலியுறுத்தினார். அதன் பிறகு,அரசாங்கம் தனது நோக்கங்களை நிறைவேற்றுவதில் தற்போதைய கொள்கை தொடர்பாக எதிர்கொள்ளும் சில சவால்களை அடையாளம் காட்டினார்.

பின்பு, பேச்சாளர்கள் மற்றும் பங்கேற்பாளர்களுக்கு இடையே ஒரு ஊடாடும் அமர்வு திறந்து வைக்கப்பட்டது. இங்கே, பங்கேற்பாளர்கள்கேள்விகள் கேட்கவும் தங்கள் கருத்துக்களை வெளிப்படுத்தவும் வாய்ப்பைப் பெற்றனர். அமர்வு4.00 மணியளவில் முடிய பங்கேற்பாளர்கள் மற்றும் பேச்சாளர்கள் சிற்றிண்டிகளை எடுத்தவாறு முறைசாரா உரையாடளில் ஈடுபட்டனர்.

இத்திட்டம், அடிமட்ட அளவில் விழிப்புணர்வை ஏற்படுத்தியதோடு, பொது விவாதம் மற்றும் விமர்சன சிந்தனைகளையும் உருவாக்கி, சமூகத்திற்கு பெரிய அளவில் ஒரு தாக்கத்தை ஏற்படுத்தும் ஒரு வெற்றிகரமான முயற்சியாக அமைந்தது மட்டுமல்லாமல் தேசத்தை முன்னோக்கி எடுத்துச்செல்ல எமது வெளிநாட்டுக் கொள்கைகளை எப்படி திட்டமிடுவது பற்றிய அரிய நுன்னரிவாற்றலையும் வழங்கியது.
